Key Decisions & Votes

  • Consent Docket (City Council)
    • The consent docket, including routine administrative items, was ✅ Approved.
  • Contract with Holbrook Asphalt LLC for Street Pavement Preservation
    • Council considered and ✅ Approved a contract with Holbrook Asphalt LLC for $160,705.40 for street pavement preservation. This project targets streets 2-8 years old with high PCI (Pavement Condition Index) scores, applying a "sunscreen-like" high-density mineral bond to prevent oxidation and extend street life. It is not intended to fix existing cracks but to prevent future deterioration.
  • Budget Purchase of Federal Signal Outdoor Warning Siren
    • Council ✅ Approved the purchase of one Federal Signal outdoor warning siren for $32,286.70. This new siren, similar to existing units, will be placed near Fourth and Eastern to supplement the city's current warning system. Staff confirmed all existing sirens were operational during recent weather events.
  • Change Order with Voss Electric Company for LED Lighting Upgrades
    • A change order with Voss Electric Company was ✅ Approved, increasing the total contract for LED lighting upgrades at the Moore Public Library to $36,985. This change order specifically adds emergency lighting upgrades, with all costs funded by a Department of Energy grant.
  • Revocable Permit for Electrical Line at 2105 Northeast 15th Street
    • Council considered a tabled application from Daryl and Carla Winner for a revocable permit to install an electrical line in the public right-of-way for a lighted brick entryway. City staff had recommended denial due to safety concerns regarding unidentified electrical branch circuits, potential glare, and the use of receptacles in the right-of-way.
    • Public comments from Cody Clark (HOA President) and Daryl Winner highlighted existing similar installations in the neighborhood, the use of GFI circuits, and timers to de-energize receptacles at night. They also clarified the location of utility lines.
    • After discussion, the Council ✅ Approved the revocable permit with several stipulations:
      • Adherence to ONG requirements for a minimum two-foot undisturbed separation from underground facilities, including 90-degree sweeps for conduit.
      • Maximum lighting element height of six feet.
      • Maximum brightness equivalent to a 60-watt incandescent bulb or 900 lumens for energy-efficient bulbs.
      • Electrical installations must comply with local codes, including 3/4-inch conduit, maximum three #12 wires, 120 volts, and operation by a switch, photocell, or timer.
      • The current or future owner cannot hold utility companies or the city liable for damages.
      • The city will inspect the installation before it's covered and record the line's location.
    • Council also directed staff to research and propose future policies regarding such installations to ensure consistency and safety.
  • Consent Docket (Moore Public Works Authority)
    • The consent docket for the Public Works Authority was ✅ Approved.
  • Consent Docket (Moore Risk Management)
    • The consent docket for Risk Management was ✅ Approved.
  • Consent Docket (Moore Economic Development Authority)
    • The consent docket for the Economic Development Authority was ✅ Approved.
  • City Manager's Evaluation and Employment Benefits
    • Following an executive session to discuss the City Manager's evaluation and employment benefits, the Council took action to ✅ Proceed as directed.

Public Comments

  • Cedar Farm Neighborhood Contractor Issues: Brian Overling (2732 SE 38th St) addressed the Council regarding ongoing issues with a contractor's restoration work in the Cedar Farm neighborhood following sewer line construction. Problems included ruts, a broken sidewalk, damaged sprinkler system, and poor-quality fill material. Assistant City Manager Jerry provided an update, confirming the issues and stating that the contractor has been given a final two-week deadline to rectify all deficiencies to the satisfaction of the city and residents. A follow-up meeting with the contractor, Mr. Overling, and the HOA is scheduled.
  • Backyard Chickens Initiative: Jordan Hogden (126 Platt Lane) spoke on behalf of citizens advocating for allowing backyard chickens for residents not zoned A1 or A2. She cited benefits such as food security, pest control, educational opportunities for children, mental health benefits, and sustainable food practices. Ms. Hogden addressed previous objections, noting the animal shelter is now operational and noise concerns could be mitigated by limiting permits to hens only and setting limits on the number of birds. Council requested staff to research how similar ordinances are working in Norman and Oklahoma City and to report back in approximately one month. Councilman Ham expressed concerns about animal welfare and the knowledge base of potential chicken owners, suggesting stringent restrictions would be necessary to prevent abuse.
