This award recognizes law enforcement agencies whose entire command staff have completed the FBI Leda Trilogy Leadership series, consisting of Supervisor, Command, and Executive Leadership Institutes. Moore Police Department is the seventh agency in Oklahoma to receive this distinction. Chief Todd Gibson expressed gratitude for the city's support in developing leadership and fostering a positive culture within the department.
- Consent Docket Approval: The City Council approved the minutes from the February 5th, 2024 regular meeting, and Parks Board meetings from January 8th and January 30th, 2024. They also accepted public water, sewer, paving, and drainage improvements for Broadmore Heights Addition, Section 2.
- Aging Services Inc. Agreement Amendment: An amendment was approved to correct the cost per unit for home-delivered meals provided by Aging Services Inc., funded through Community Development Block Grant (CDBG) funds. The cost per unit was adjusted from $2.25 to $2.50 to align with the original funding request, without changing the total award amount.

Public Comments
Residents from Old Bridge Estates (Barbara A. Johnson, Marcy Eason, Maggie Ricks) addressed the Council regarding concerns about the DM Estates development adjacent to their neighborhood. Key points raised included:
- Lack of Communication: Residents expressed frustration over not being informed about the development until after initial planning commission meetings, and a lack of follow-up communication from the developer (Mr. Merchia) despite promises. They felt left in the dark and unable to provide input.
- Property Value & Neighborhood Character: Concerns were raised about the proposed 1600-1800 sq ft homes on small city lots in DM Estates being built next to Old Bridge Estates, which features 4500+ sq ft homes on acreage, some valued at over a million dollars. Residents argued these developments are not "similar in nature" and could negatively impact their property values and the "elite" character of their neighborhood.
- Flooding Concerns: Significant worry was expressed about increased flooding in their creek, which already experiences frequent flooding and has required costly bridge reinforcement. There was conflicting information regarding whether the new development's water retention overflow would drain into their creek or the city sewer.
- Security Concerns: Residents of the gated Old Bridge Estates voiced fears that a higher-density, potentially rental-heavy, adjacent development could lead to increased crime and security issues, citing past incidents of theft and unauthorized access.
- Request for City Involvement: Speakers implored the City Council to help protect their investments, ensure better communication, and involve them in future discussions, especially regarding storm water management and any further developments surrounding their U-shaped neighborhood.
