Announcements

• Red Ribbon Week Proclamation: Vice Mayor proclaimed 📅 October 23rd through 31st, 2023 as Red Ribbon Week in the City of Moore, encouraging drug prevention education. The Southwest 34th Street Bridge will be lit with red lights.
• Red Ribbon Parade & Haunt Old Town: A Red Ribbon parade is scheduled for 📅 October 28th at 1:00 PM, featuring approximately 30 entries. This will be followed by Haunt Old Town festivities. Banners will be displayed at all Moore School District elementary schools for children to sign.
• Quick Trip Opening Update: A representative from Quick Trip indicated an estimated opening in 3-4 months, aiming for early next year, pending gas line relocation and utility easement/sign permit finalization.
• Firefighter Graduation: Six new firefighter recruits recently graduated. Two are already on shift, two started this week, and two are completing EMS training before deployment.
• Big Trash Pickups: The City Manager reported that big trash pickups are still operating on a one-week schedule.

• Consent Docket (City Council):
  • Approved minutes from the October 2nd, 2023 City Council meeting and September 5th, 2023 Parks Board meeting.
  • Accepted a correction of plat from Craft and Toll Engineers for Broadmore Heights Addition, Section 2.
  • Approved the annual update of the city's Emergency Operations Plan.
  • Approved and ratified claims and expenditures for FY 23, 2024.
• Contract for Weed and Trash Abatement Services: Approved a contract with Plains Mowing LLC to provide weed and trash abatement services for the Community Development Department. Fees for these services will be recouped by filing liens on residential lots.
• Revocable Permit for Quick Trip Signs: Approved a revocable permit for three Quick Trip signs encroaching on various utility easements in Lot 1, Block 1 of the Quick Trip Number 7011 Addition. Two signs are in easements without city utilities, and one is 5-10 feet from a sewer line.
• ACOG Roadway Grant Funding Resolutions (Items 5-11): Approved seven resolutions to program various road and trail projects for federal fiscal year 2026-2027 grant funding through ACOG (Association of Central Oklahoma Governments). These projects aim to increase scoring by including streetscape elements, sidewalks, 10-foot trails, and stormwater quality techniques.
  • Resolution No. 6123: Programming the realignment and widening of Southeastern Avenue and South Broadway Avenue intersection as a roundabout.
  • Resolution No. 6223: Programming the realignment and widening of Southwest 19th Street and South Broadway Avenue intersection.
  • Resolution No. 6323: Programming the reconstruction and widening of South Telephone Road from Southwest 19th Street to Southwest 34th Street (from four to five lanes).
  • Resolution No. 6423: Programming the widening of Southwest 34th Street from Little River to Broadway Avenue (from two to four lanes).
  • Resolution No. 6523: Programming the widening of South Broadway from Southeastern Avenue to Willow Pine Drive (from two to four lanes).
  • Resolution No. 6623: Programming the reconstruction and widening of Northwest 27th Street and North Shields Boulevard/Janeway Avenue intersections.
  • Resolution No. 6723: Programming the construction of a 10-foot wide multi-use trail along Bryant Avenue from Parkway Drive to Northeast 12th Street.
• Public Safety Policy Services and Software: Authorized the budgeted purchase of public safety policy services and police management software from Lexipol as a sole source provider. This includes an annual fee and a one-time implementation fee, integrating over 175 state-specific, constitutionally sound policies. The implementation process is expected to take a couple of years.
• Ordinance No. 103723 (Business License Enforcement): Approved an ordinance amending Section 9-111 of the Moore Municipal Code to add a remedy for failure to maintain a current business license. This allows the city to revoke a business's Certificate of Occupancy as a last resort for non-compliant businesses, particularly LLCs or corporations where owners are not on-premises for citation.
• Vehicle and Equipment Purchases for Parks and Recreation:
  • Authorized the budgeted purchase of a 2023 Ford F-250 Crew Cab for the Parks and Recreation Department.
  • Authorized the budgeted purchase of a 35 horsepower Yanmar R3 tractor for the Parks and Recreation Department.
  • Authorized the budgeted purchase of a Vermeer BC 900 XL brush chipper for the Parks and Recreation Department, to handle larger brush and trees.
• Police Vehicle Surplus and Auction:
  • Declared 18 police vehicles (listed in Exhibit A) as surplus and authorized the Police Department to negotiate their sale to verified law enforcement agencies.
  • Declared 9 police vehicles (listed in Exhibit B) as surplus and authorized their sale at public auction.
  • Approved an internet auction agreement with Purple Wave Auctions to facilitate the sale of any remaining unsold police vehicles.
• North Moore Avenue and Shields Boulevard Traffic Signal Project: Awarded bid number 2024-003 to Midstate Traffic Control Inc. and approved the contract for the construction of the traffic signal project. The project timeline is dependent on the delivery of Wavetronics chips and traffic poles (estimated 12-14 weeks).
• Traffic Signal System Upgrades:
  • Authorized the budgeted purchase of 15 Cobolt C-Series traffic controllers from Econolite as a sole source provider. These controllers will upgrade old technology to advanced systems, allowing for remote programming and observation.
  • Authorized the budgeted purchase of AC and DC school zone timer upgrades (a five-year plan) with modem and RTC Connect software from Consolidated Traffic Controls as a sole source provider. This will enable remote control and monitoring of all 32 school zone lights, including alerts for malfunctions.
• Lawn Maintenance Contract Renewal: Approved a contract renewal for lawn maintenance with Tussnu Lawn and Landscapes, who are responsible for over 20 city locations, including highway exits and right-of-ways.

• Public Utilities Department Vehicle Purchases:

  • Authorized the budgeted purchase of a dump truck body for the Public Utilities Department from Industrial Truck Equipment, to be paired with the new Freightliner chassis.
