Planning Commission and Board of Adjustment Appointments

Stormwater Management Ordinances (Companion Items)

The Council considered and approved four companion ordinances aimed at updating stormwater management regulations based on requirements from the Oklahoma Department of Environmental Quality (DEQ).

• Ordinance Number 4125 (Illicit Connections): This ordinance amends the Stormwater Management code to add illegal connections to the storm sewer system as a violation, allowing for citations. This is a DEQ requirement, though not a known problem in the city.
• Ordinance Number 4225 (Soil Stabilization): This ordinance amends the Stormwater Management code to require permanent or temporary soil stabilization on disturbed construction areas within seven days if they remain unfinished for more than 14 calendar days.
• Ordinance Number 4325 (Land Disturbing Activities & BMPs): This ordinance amends the Stormwater Management code to:
  • Clarify that land disturbance permits are required for parcels less than one acre if part of a larger development of an acre or more.
  • Require land disturbance permit applications to include best management practices (BMPs) and structural controls, including low-impact development (LID) techniques, to improve stormwater quality.
  • Provide for long-term maintenance provisions for BMPs and structural controls, including maintenance agreements with HOAs for features like detention ponds.
  • Require parking lots to minimize impervious surfaces and direct connections to storm sewers.
• Ordinance Number 4425 (Authorized Discharges & Commercial Vehicle Wash Water): This ordinance amends the Stormwater Management code by adding a list of authorized non-stormwater discharges into the municipal separate storm sewer system and explicitly prohibiting commercial vehicle wash water from being discharged into it. Residential car washing and charity car washes are still permitted.

Personnel Policy & Procedures Manual Modification

• Holiday Leave & Dispatcher Holidays: The Council approved modifications to the personnel policy and procedures manual.
  • Holiday leave granted to employees will now equal their regular number of shift hours (e.g., 10 hours for sanitation workers) instead of a fixed eight hours.
  • For dispatchers, who work seven days a week, the observed holiday will be the actual holiday date, regardless of whether it falls on a weekend, ensuring fair holiday pay.

Community Economic Resiliency Initiative Planning Grant

• Resolution Number 115-25 (Cleveland Heights Planning): The Council adopted Resolution Number 115-25, authorizing an application for the Community Economic Resiliency Initiative Planning Demonstration Site program, funded by the Association of Central Oklahoma Governments (ACOG). If approved, the grant would provide over $20,000 (with a maximum $3,000 city match) for planning services for Cleveland Heights, including developing a framework for development regulations and reaffirming land use.

Financial Matters 💰

• Embark Contract Renewal: The Council approved the renewal of an annual contract with the Central Oklahoma Transportation and Parking Authority (Embark) to provide non-emergency medical transportation services for seniors over 60 years of age, with $15,000 in matching funds from the city.
• Sanitation Truck Cleaning Contract: The Council accepted a quote from Jones Service LLC for a weekly cleaning of sanitation trucks and other vehicles for an annual amount of $25,920. This new service aims to keep vehicles clean and reduce maintenance costs.

• Wastewater Treatment Plant Design Improvements (Garver LLC):
  • The Moore Public Works Authority (MPWA) approved Amendment Number One in the amount of $123,300 to Work Order Number Three with Garver LLC for design improvements to the wastewater treatment plant's sequential batch reactor building and ultraviolet effluent pump station. These improvements address moisture and corrosion issues.
  • The MPWA also approved Work Order Number Four with Garver LLC in the amount of $350,000 for design improvements to the wastewater treatment plant's North Storm Pond Aeration System. This design aims to address significant odor problems that occur after heavy rainfall events by adding aeration and mixing to the pond.
• Catholic Charities Agreement Amendment: The Council approved amending an agreement with Catholic Charities of the Archdiocese of Oklahoma City, Inc., funded with Community Development Block Grant-COVID funds. The amendment changes the scope of services to include rental assistance, as the demand for rental deposit assistance was lower than anticipated, and there is a significant need for rental assistance in the community.
