Stormwater Management Ordinances (DEQ Requirements)

The Council considered four companion ordinances to update stormwater management regulations based on requirements from the Department of Environmental Quality (DEQ).

  • Ordinance 4125: Prohibiting Illicit Connections Amends Part 12, Chapter 14, Stormwater Management, to add reference to the Oklahoma Pollutant Discharge Elimination System General Permit number OKR04 and prohibit illicit connections to the municipal stormwater system, allowing for citations. ✅ Approved.
  • Ordinance 4225: Soil Stabilization Requirements Amends Part 12, Chapter 14, Stormwater Management, to require permanent or temporary soil stabilization to be applied to disturbed areas within seven days if they remain unfinished for more than 14 calendar days. ✅ Approved.
  • Ordinance 4325: Land Disturbance Activity Permits and Best Management Practices Amends Part 12, Chapter 14, Stormwater Management, to clarify applicability of land disturbance permits to smaller parcels within larger developments, require land disturbance permit applications to include best management practices (BMPs) and structural controls (including low impact development techniques), and provide for long-term maintenance provisions for these controls (e.g., maintenance agreements with HOAs for detention/retention ponds). It also requires minimizing impervious surfaces and direct connections of parking lots to storm sewers. ✅ Approved.
  • Ordinance 4425: Authorized Non-Stormwater Discharges Amends Part 12, Chapter 14, Stormwater Management, by adding a list of authorized non-stormwater discharges into the municipal separate sewer system and prohibiting commercial vehicle wash water from being discharged into it (directing it to sanitary sewer systems via oil-water separators). Residential car washing and charity car washes are still permitted. ✅ Approved.

Personnel Policy and Procedures Manual Modification

  • Modifying observed holiday dates and leave hours for dispatchers and other employees. The change ensures that dispatchers, who work seven days a week, receive holiday pay for the actual holiday rather than an observed weekday. It also grants holiday leave hours equal to an employee's regular shift hours, rather than a fixed eight hours. ✅ Approved.

Community Economic Resiliency Initiative Planning Demonstration Site
