Announcements

• City Hall Renovation Timeline: The upcoming renovations to City Hall are expected to take approximately six months to complete.
• County-City Collaboration: Appreciation was extended to Commissioner Rod Cleveland for work on the Brand Senior Center parking lot and Commissioner Jacob McHughs for improvements at Buck Thomas Park, highlighting successful inter-governmental cooperation.

Key Decisions & Votes

• Consent Docket Approved: The City Council, Moore Public Works Authority, and Moore Risk Management Authority approved their respective consent docket items.
• Library Services Agreement: The annual library services facility and maintenance agreement with the Pioneer Library System for fiscal year 2025-2026 was approved.
• Utility Benefit Policy for Fallen First Responders: Resolution No. 10625 was adopted, establishing a utility benefit policy for surviving spouses of City of Moore Police or Fire Department members killed in the line of duty. This policy will also modify the personnel policy and procedures manual and mirrors current state legislation.
• Fire Station Alerting Systems: The purchase of five US Digital Design G2 Fire Station alerting systems, including training and configuration, was authorized to replace antiquated and unreliable equipment.
• Landscaping and Maintenance Services: An agreement with Tus Nua Lawn and Landscape LLC for landscaping and maintenance of 25 flower bed locations throughout the city from 📅 April 14th, 2025, to 📅 November 1st, 2025, was approved.
• Park Mowing Services (Wards 1, 2, & 3): Three separate contractual agreements with Tus Nua Lawn and Landscape LLC for mowing park locations in Ward 1, Ward 2, and Ward 3 from 📅 April 21st, 2025, to 📅 October 25th, 2025, were approved.
• Parks Board Appointments: The appointments of Cara Benson (Ward 2) and Chris Robinson (Ward 3) to the Parks Board were approved.
• NW 5th and Markwell Playground: An agreement with Happy Playgrounds LLC for the design and construction of a playground at Northwest 5th and Markwell was approved. This project followed a neighborhood meeting and vote on playground types.
• Right-of-Way Acquisition Services: An agreement with Pinnacle Consulting Management Group Inc. for right-of-way acquisition services for the Northwest 27th Street and Shields Boulevard interchange improvement project was approved.
• Cleveland County Economic Development Coalition (CCEDC) Agreement: An agreement with the newly formed CCEDC was approved. This coalition aims to provide county-wide economic development, focusing on primary job creation and marketing the county as a whole. Retail recruitment will remain a city-level effort. Moore is the first municipality to join this reconfigured, private-sector-led coalition.
• Surplus Equipment for Auction: The declaration of various trailers, vehicles, and miscellaneous equipment as surplus was approved, authorizing their sale through auction on the Public Surplus Plus LLC site.
• City Hall Renovations: Bid number 2025-010 was awarded to Midtown Construction for renovations to City Hall, and the city manager was authorized to execute the contract.
• Polycart Purchase: The budgeted purchase of 1,404 polycarts from Rehrig Pacific Company Container Group was approved. The decision favored Rehrig due to the higher durability of their carts compared to a lower bidder.
• Executive Session Action: Following an executive session to discuss pending legal case number CJ2024-38, the Council voted to proceed as directed.

Financial Matters 💰

• Fire Station Alerting Systems: The purchase of five alerting systems totaled $202,415.76. This was an unbudgeted item, but funds are available, and a budget amendment will be presented to the Council at a later date.
• Landscaping and Maintenance: The agreement with Tus Nua Lawn and Landscape LLC for flower bed maintenance was for a budgeted amount of $72,000.
• Park Mowing Services:
  • Ward 1 mowing: $66,040 (budgeted)
  • Ward 2 mowing: $44,310 (budgeted)
  • Ward 3 mowing: $82,250 (budgeted)
• NW 5th and Markwell Playground: The agreement for the playground design and construction was for a budgeted amount of $75,000.
• Right-of-Way Acquisition Services: The agreement with Pinnacle Consulting Management Group Inc. was for $121,450.
• Cleveland County Economic Development Coalition (CCEDC): The initial agreement for the CCEDC was for a pro-rated amount of $15,867, based on a dollar-per-capita fee. The full-year fee would be $63,470. This initial amount is unbudgeted, but $5,000 previously allocated for the Oklahoma City Economic Development Partnership (which Moore will now join through the CCEDC) is available, with the balance covered by contingency funds.
• Surplus Equipment: Older vehicles, mowers, and three garbage trucks (one 2013, two 2015s) were declared surplus for auction, with an estimated resale value of $5,000-$8,000 for the older trucks.
• City Hall Renovations: The bid awarded to Midtown Construction for City Hall renovations was for $1,429,750, funded through a sales tax project.
• Polycart Purchase: The purchase of 1,404 polycarts cost $76,172.
