Announcements

• Employee of the Month: David Tyler of the Street Department was recognized as the Employee of the Month.
• City Manager Interviews: Informal and formal interviews for the City Manager position are scheduled for 📅 Thursday, December 18th. The two final candidates are Gary Dumis and Brian McDougall. Commissioners will split into groups for informal meetings (breakfast, tour) and then conduct formal interviews in a special call meeting.
• DEQ Ozone O8: A resolution will be placed on the special meeting agenda for 📅 Thursday, December 18th, urging the Department of Environmental Quality (DEQ) to keep Pottawatomie County out of the non-attainment area for ground-level ozone. Commissioner Holt highlighted the potential devastating effect on economic development if the county is included. The deadline for initial information to DEQ is 📅 December 19th.
• Shawnee Public Library Bids: Bids for the remodel of the library's story time room and children's restroom, and for carpet installation in the main public area, were deferred to the next commission meeting.

Key Decisions & Votes

• Ward 5 Commissioner Appointment: Following interviews with three applicants (Matthew Lehue, Chris Sylvia, and John Winterringer), the Commission voted to appoint John Winterringer to fill the unexpired term for the Ward 5 Commission seat.
• Rezoning at 1900 West Macarthur (Case P38-8): The Commission approved rezoning property from A1 Agricultural to R3 Multi-Family Restricted. This change, requested by St. Gregory's University, will facilitate the construction of new dormitories.
• Rezoning at 1414 North Harrison (Case P39-8): The Commission approved rezoning the former Taco Bell site from C1 Neighborhood Commercial and C3 Commercial Automotive and Recreation to C3 Commercial Automotive and Recreation. This will allow for the redevelopment and construction of a new restaurant.
• Preliminary and Final Plat for Harrison Ridge Edition (Cases S30-8 & S31-8): Both the preliminary and final plats for the Harrison Ridge Edition at 1414 North Harrison were approved. This action renames the plat from Taco Bell to Harrison Ridge, formalizes a 30-foot property addition, and dedicates additional right-of-way.
• Rezoning at 1804 North Elm (Case P40-08): The Commission approved rezoning property from A1 Agricultural and R1 Residential to R1 Residential. The applicant, John Barrett, intends to develop the site with standard single-family detached residences.
• Preliminary Plat for Jackson's First Edition (Case S29-8): The preliminary plat for Jackson's First Edition at 1804 North Elm was approved with six staff-recommended conditions. This plat consists of 12 residential lots, with sizes considerably larger than the minimum R1 requirements.
• Preliminary Plat for Seahorn Commercial Plaza (Case S27-8): The preliminary plat for Seahorn Commercial Plaza in the 2250 block of North Harrison was approved with five staff-recommended conditions. The plan includes three commercial lots and a large stormwater detention facility, which will be constructed as part of the first phase of development to address potential flooding concerns.
• Amendment to 1990 Water Contract: An amendment to the 1990 water contract involving the City of Shawnee, City of Tulsa, and Pottawatomie County Development Authority was approved. The amendment includes clarifying language regarding Tulsa's ability to access the raw water line from West Watkins.

💰 Financial Matters

• Airport Capital Improvement Plan: The City's share of the design fees for the accelerated runway rehabilitation project, leveraging an economic stimulus package, is $6,735. These funds were already budgeted.
• Shawnee Public Library Bids:
  • A bid of $37,800 was received for the remodel of the Shawnee Public Library's story time room and children's restroom. This bid was deferred to the next meeting.
  • A bid of $58,900 (plus an additional $1,199 for extra work) was received for the supply and installation of carpet in the main public area of the library. This bid was also deferred to the next meeting.
