1. Announcements

2. Key Decisions & Votes

- City Attorney's Contract Renewal: Following an executive session, the agreement with the City Attorney was ✅ Renewed for the fiscal year beginning July 1, 2012, and extending through June 30, 2013.
3. Financial Matters
- Airport Sanitary Sewer Lift Station Rehab Project (COS-SMA-1205): Five bids were received for this project, ranging from $139,918 to $199,010.10. The bids were deferred to the next meeting for further review and evaluation.
4. Public Comments
- Citizen Feedback on Bond Issues: Jack Barrett (1425 East Bradley) thanked the City Commission for their hard work and dedication on recent bond issues, emphasizing the importance of progress over opposition. He urged those who oppose such efforts to put equal energy into improving the community.
- Support for City Manager: Mr. Barrett expressed strong support for City Manager Brian McDougall, acknowledging his talent and predicting greater future endeavors for him.
- Traffic Concerns: Mr. Barrett noted increased police presence, traffic counters, and a radar wagon on Bradley Street but reported that speeding (up to 75-80 mph) continues to be an issue.
- Panhandling under I-40: Commissioners discussed ongoing complaints about panhandling under I-40 at Harrison and Marian. City staff confirmed that police have stepped up enforcement of existing code sections regarding soliciting in the roadway, which includes medians, due to safety concerns. Signs citing the city code for loitering will also be installed. The City Attorney noted that while enforcement can move the problem, it's a persistent social issue.
