Key Decisions & Votes

  • Consent Dockets Approved: The City Council, Stillwater Utilities Authority (SUA), and Stillwater Economic Development Authority (SEDA) all ✅ approved their respective consent dockets, which included routine administrative items.
  • Remington Ranch Nuisance Hearing Tabled: A public hearing to determine if the apartments at 1815 North Boomer Road (Remington Ranch) constitute a public nuisance was ➡️ tabled until the 📅 February 9th City Council meeting. This allows the property management more time to address ongoing hot water issues.
  • Downtown Intersection Improvements Approved: The Council ✅ approved the conversion of the intersections of South Main Street at 7th, 8th, and 9th Avenues to four-way stop control. This includes installing LED-enhanced decorative stop signs, replacing traffic signals with pedestrian-scale street lights, adding stop legends, and refreshing striping. Councilors requested staff to ensure the new LED stop signs are not excessively bright and to provide a sample for review.
  • Audit Committee Appointments: The Council ✅ approved the appointment of Daniel Thrasher for his first term and the re-appointment of Randy Murray for his third term to the Audit Committee. Special appreciation was extended to Kelly Cox for 18 years of service on the committee.

Financial Matters

  • Downtown Intersection Improvements: The Council 💰 authorized total project expenditures in the amount of $88,000 for the downtown intersection improvements. A separate budget amendment of $85,000 for Stillwater Electric was also approved to cover the conversion of traffic signals to street lights, which Stillwater Electric plans to do in-house to save money.
  • Stillwater Economic Development Authority (SEDA) Report: The Stillwater Chamber of Commerce reported significant local economic impact from the data center construction project, with almost $4 million in local spending and over $38 million spent with partners.

Public Comments

Three residents of Remington Ranch apartments spoke regarding ongoing issues at their complex:

  • Abby Charland (Apartment L7): Reported experiencing hot water outages for almost two years, stating this is the third extended period without hot water. She expressed frustration with management's unresponsiveness until legal threats were made, and described having to carry hot water from her kitchen to bathe.
  • Desiree Pierce (Apartment B28): Stated she has had hot water only three times in the last two months. She detailed a history of apartment issues, including four floods in six months at a previous unit (F building), mold, carpet removal, and pest problems (fiddle-back spiders, black widows). She highlighted the stress and inconvenience of having to travel to family members to bathe her child and herself, and suggested a portion of rent should be returned due to the lack of included hot water.
  • Ronald Balderson (Apartment F17): Described an ongoing issue since May 2025 where his upstairs neighbor's tub floods his bathroom, causing him to be "rained on." He reported multiple notifications to management without resolution and stated that pest control, which is included in rent, has not been provided for months, leading to a significant roach problem.
